How do I do it ? and will I be able to keep using Mi Fit app? in order to get notifications from apps like whatsapp?
Basically my biggest problem is with whatsapp messages, so is there a way to make it show hebrew RTL messages and also support whatsapp messages? or I'm gonna have to purchase 3rd party app?

Same as official fw ver 2.3.0.28 (last ver for now).
And of course res v47 instead of v46

Pay attention that if you are using last version of mifit it will update your fw & res to the last one

Look this thread : How to check Hardware Variants (Mili_wuhan / Mili_hankou / Mili_chongqing) of the Mi Band 3 | Xiaomi Mi Band 3 | GeekDoing.
It's possible you have the new Mi band 3 (Kankou and not Wuhan). In this case you can't flash this firmware ^^.

Hi, any update? couldn't make it work with the official version and getting just Hebrew notifications, I guess I need the "full package" including your modified FW.

You can still use Mifit but it will change your band to LTR.
They are supporting notifications as well.

I just received my brand new MI band 3.

its run FW ver : V 2.4.0.12 => resurces 49

however, this post notion specifily that the Hebrew is capable only for " resources 47"!
What can I do?
