To add neon theme I need to take it's developers permission and I have asked him, if he allows me I'll add.

Google play asks for 2500 ruppes to upload an app, and I'm not ready to pay it.
Any app not signed by play store will be marked unsafe by play protect.
But it's ?% safe.
