So my request is specific: how to increase the duration time of notifications on the miband. Second, is it possible to display the notifications directly instead of the time?. Because in this configuration, I don't need it.

Hi, the duration time of notifications on the mi band 3 can be extended, it is not known what is the maximum value.
Displaying notifications instead of displaying the time is not easy.
It is better to set the duration of notifications to such a value that the notification will be displayed practically permanently.

You can use the tool:
MB3Editor by @xpaulos2, editor for MB3 FW / RES / Translations

Using the "Change time for view arrived notification?" function. However, the maximum value is 25 seconds. The constant in Firmware may allow more time value, it would need to be tested. The constant can be edited manually, except for the "MB3Editor" tool.

If you mean someone who will make and test the required firmware modification, then yes. There are many capable people. I can also make and test firmware modification.
