I don't work on Russian Application/Firmware, so I don't know what they did and why your Smartband have a problem. You need to see directly with the Russian developpers if they have a solution.
Also, if you can't navigate in the Hey Plus menus and can't pair it, I don't think there is lot of things to do :/.
And no, isn't possible by computer USB.
